P.13, as amended, to adopt a Community Improvement Plan for the Municipality of Southwest Middlesex.
The purpose and effect of the Industrial and Employment Lands Community Improvement Plan (CIP) is to establish a new financial incentive framework to encourage industrial development, employment growth, and private sector investment in the Municipality of Southwest Middlesex. The CIP is intended to support the development and expansion of industrial and employment lands, attract new businesses, and strengthen the Municipality's local economy.
Key components of the new CIP include:
- Introduction of financial incentives to support new industrial development, business expansion, and employment creation;
- Establishment of six incentive programs, including the Fee Rebate Grant (up to $5,000), Servicing Connection Grant (up to $10,000), Industrial Development Fee Rebate Grant (up to $10,000), Strategic Employer Bonus Grant (up to $20,000), Strategic Industrial Investment Grant (up to $25,000), and Tax Increment Equivalent Grant (up to $50,000);
- Financial support to help offset eligible development, servicing, construction, and municipal approval costs; and
- Establishment of program eligibility criteria, application requirements, and administrative guidelines to support implementation of the CIP.
Council considered all written and oral submissions in making their decision to adopt the plan, and input from stakeholders were used to help development the CIP programs. The decision of the Council of the Municipality of Southwest Middlesex is final if a notice of appeal is not received on or before the last day for filing a notice of appeal.
