Departmental Responsibilities
The Treasury Department deals with a wide range of functions
such as budgeting, accounts payable, accounts receivable, payroll, tax and
water/sewer billings.
Municipal Taxes
Your taxes provide
the following services

Tax Installments
There
are four tax due dates each year. Tax bills are mailed out twice a year; in
February and August, with two installments on each billing.
INTERIM
tax billings are based on half of the previous year's taxes. Due dates each
year are February 28th and May 28th.
FINAL tax billings are calculated after the
budget is approved and the expenditures are finalized for the year. Due
dates each year for residential and farm properties are August 28th and
November 28th.
FINAL
tax due dates each year for commercial, industrial, and multi-residential
properties are usually August 28th and November 28th. However, while capping
legislation remains in effect, circumstances beyond the municipality's
control may necessitate a change in those dates from year to year.
If the
28th is a weekend or a holiday, payments will be accepted without penalty on
the next business day.
Payment of Taxes
- Automatic withdrawal from your bank
account. Applications are available at the municipal office
or
online.
- Electronic banking by phone or internet
from your home through CIBC, Bank of Montreal, Royal Bank, Scotia Bank &
most Ontario credit unions.
- Debit payment at the municipal office.
- Cheque payable to "Southwest Middlesex" in
person, by mail or office drop box - please include the appropriate tax
stub(s) with your payment
- Cash (in person ONLY please)
Penalty and Interest
Outstanding taxes are
subject to a penalty of 1.25% on the fourth day of default and 1.25% on the
first day of each month thereafter until paid.
Please read tax billings
carefully for details about due dates, penalty & interest, and payment
options.
Please note that the
Municipality has no authority to waive penalty or interest for any reason.
Failure to receive a tax billing does not excuse a
taxpayer from the
responsibility of the payment of taxes, nor relieve the taxpayer from the
liability of penalty for late payments.
A
service charge of $30.00 will be applied to your account for any payment
returned by your bank for any reason.
Tax Payments Plans
Partial payments or post-dated cheques are always welcomed.
If you wish to start a payment plan for current taxes, please call the
Treasury
Department. For a plan to cover arrears for previous years, please
speak directly to the Treasurer at extension 108.
Other Charges on Your
Tax Bill
- All local
improvement charges that
continue from year to year, such as water and sewer debentures, etc. will
be divided equally over the four tax installments in each year.
- Municipal drain
charges of
less than $500 and other accounts receivable will be added to either the
interim or final tax installment, depending on when they are
processed.
- Tile drain loans and
municipal drain debenture payments will continue to be collected with the
final tax billing only.
Property Assessment and
Taxation Appeals
Every
property in Ontario
will now be re-assessed each on an annual basis. Please see the chart below for the current Assessment Update.

Utilities
Southwest Middlesex Utilities operates the municipal water system which
includes:
- water
services to the Villages
of Glencoe, Appin, Melbourne, Wardsville and all rural watermains within the
municipality
Southwest Middlesex Utilities also operates:
- the Glencoe sanitary sewer system
- The Wardsville sanitary sewer system
Water Billing
Southwest Middlesex water
meters are read about the 15th of every other month. Bills are
due on the 30th of the next month.

rates for Southwest Middlesex Utilities customers:
Minimum
charge applies to each residential/commercial unit located on said property.
